You will learn to:
1. Orientation:
Realities of Mission Work in Crisis Areas
This session introduces participants to the operational environment of modern international field missions. We examine mission structures, civilian roles, and the dynamics of working alongside military, humanitarian, and diplomatic actors. Participants gain a realistic understanding of what to expect in unstable regions — from rapid shifts on the ground to the pressures of reporting, communication, and mandate compliance.
2. Analytical Thinking:
Operating with Incomplete Information
Effective decision-making in crisis environments requires the ability to work under uncertainty. This session teaches practical analytical methods: identifying key variables, filtering contradictory information, recognizing cognitive biases, and forming structured hypotheses. Using real cases from UN and OSCE missions, participants learn how to build situational awareness even when reliable data is scarce.
3. Hands-on GeNIe 5.0:
Modeling and Forecasting Real Cases
Participants are introduced to GeNIe 5.0 — a professional decision-analysis tool used by NATO, leading universities, and international missions. Through practical exercises, they learn to build Bayesian networks, model risks to convoys and civilians, forecast scenarios, and translate raw field inputs into actionable recommendations. This session turns complex realities into structured, evidence-based insights.
4. Personal Security
& Psychological Resilience
This session focuses on the skills that protect mission personnel in volatile environments. Topics include threat awareness, route planning, behavior under fire or crowd pressure, and safe conduct at checkpoints. The resilience component addresses stress management, rapid recovery techniques, and supporting colleagues after critical incidents. All content is grounded in real field experience.
5. Cross-Cultural Negotiation &
Ethical Decision-Making
Working in crisis regions requires deep cultural sensitivity and an understanding of local power structures. This session covers negotiation scenarios with community leaders, families, and armed actors. Special emphasis is placed on ethical dilemmas — neutrality, civilian protection, mandate boundaries, and balancing humanitarian and operational priorities. Participants learn how to act responsibly while maintaining mission effectiveness
6. Operational Planning
in Low-Resource Environments
The final session integrates all previously learned skills. Participants practice planning field operations with limited time, limited information, and limited resources. Topics include route selection, resource allocation, preparing mission briefs, and adapting to rapidly changing conditions. The session culminates in a mini-simulation where participants apply their analytical and operational competencies in a realistic mission scenario.

• Headed the Department of Political Science at the University of Vienna.
• Served as a visiting professor in Europe and Asia.
• Worked in various OSCE field missions and representations: Tbilisi, Chechnya, Belgrade.
• Co-founder of ICEUR-Vienna and currently its vice president.
• Author of publications on Soviet, Russian, and Eastern European politics.

• Master’s degree in Sinology and a PhD in Political Science from the University of Vienna.

• International assignments in the South Caucasus (Georgia, Armenia).
• Service in CSDP missions: EUMM Georgia (2008–2010), EUPOL Afghanistan (2011–2013), and EUCAP Sahel Mali.
• OSCE deployment to Eastern Ukraine, SMMU, Luhansk region (2015–2017).
• Lecturer in Comparative Politics and International Relations at the University of Vienna (1994–1998, 2007–2008) and the University of Salzburg (1996, 2013, 2016–2019).
• Since 2010, author of various IFK publications.
