ICEUR Methodology and Working with Uncertainty

ICEUR’s methodology is designed for working with uncertainty, incomplete data, and complex interdependent processes.

It is grounded in analytical and scenario-based thinking that allows expert assessments to be formalized and translated into well-founded, traceable conclusions.

At the core of this approach is GeNIe 5.0 — a professional Bayesian modeling environment used as an analytical framework onto which expert knowledge and judgments are systematically integrated.

Within the learning process, GeNIe brings together expertise from diverse fields — political science, economics, geopolitics, demography, as well as first-hand professional experience from work in crisis and conflict environments.

This enables heterogeneous information to be structured within a single model, relationships between factors to be explored, and the impact of changes in one domain on the broader system to be clearly understood.

This approach ensures that analytical conclusions are:

Faculty and Experts

ICEUR faculty consists of researchers, analysts, and practitioners who combine academic expertise with first-hand experience in international organizations, diplomatic institutions, analytical centers, and field missions in unstable environments.

Faculty members represent a range of disciplines — political science, international relations, security studies, economics, and risk analysis — and work within a shared analytical framework that emphasizes structured reasoning, scenario analysis, and decision-making under uncertainty.

  • Alongside invited experts and practitioners, a key role in shaping the school’s programs and methodological approach is played by its founders. Their academic work and professional experience provide the intellectual foundation and continuity of ICEUR’s educational model.
Prof. Hans-Georg HEINRICH
Co-founder and Vice President of ICEUR-Vienna.

Professor of political science with a background in law and international studies, he has taught at academic institutions in Vienna and internationally, including as a visiting professor in Europe, the Middle East, and Southeast Asia.

He has served in multiple OSCE field missions and has published extensively on Soviet, Russian, and Eastern European politics.
Dr. Ludmilla LOBOVA
Co-founder of ICEUR and Scientific Director of the International Center for Eastern European Research (ICEUR), Vienna.

Her academic background spans law, history, and political science. She has held research positions at the University of Vienna and the Ludwig Boltzmann Institute for the Consequences of War, and has taught at the Vienna Diplomatic Academy and several institutes of the University of Vienna.

Her research focuses on Russian foreign and security policy, international politics, political Islam, and ethnopolitical conflicts in the post-Soviet space.
ICEUR is closely connected to academic and professional institutions through the ongoing work and affiliations of its faculty and experts.
